Five Guys, Frozen Yogurt Bar Planned for Water Tower Place

City council members approved a permit for the businesses during the May 5 meeting.

Five Guys Burgers and Fries and  frozen yogurt franchise Orange Leaf, are tentatively planning to occupy the new building under construction along Michigan Avenue.

Community Development Director Mary Holden named the businesses during the City Council Meeting Thursday.

She spoke to city councilmen to obtain a permit for the businesses to occupy the 17,000-square-foot building, located north of Walmart on Michigan Avenue and named Markets at Water Tower Place, stated documents filed received by the Planning and Zoning Commission April 26.

None of the city councilmen objected to the businesses, and the permit was granted, City Administrator Matt Unrein said.

“I intend to be one of the first people at Five Guys on opening day,” Unrein said and smiled.

The East Coast-based hamburger franchise and the Oklahoma-headquartered dessert bar will be two of the four businesses. Shoe Carnival, an Indiana-based shoe retailer, is the anchor tenant, the plans indicated.

A party supply retailer is the other tenant, said Matthew Stack, chief operating officer for St. Louis-based Koch Development, which is managing the project.

Koch spoke at the April 26 Planning and Zoning Commission meeting to obtain initial approval for the businesses. The commissioners approved the businesses in an 8-0 vote.

Orange Leaf is a frozen yogurt dessert bar with another St. Louis-area location in Ellisville, Koch said to commissioners.

“Customers can draw their own yogurt, then go to a toppings bar,” Koch said. Customers pay for their desserts’ weight.

No opening date has been set for the businesses. Construction must be completed on the building, and the Building and Zoning Department must inspect the building prior to leasing it to tenants.

Planning and Zoning Commissioner Jeff Fitter said, to fellow Planning and Zoning Commissioners, that he would like to see more retailers in Arnold.
