Is Shame an Effective Punishment?

What's the best way to prevent someone from repeating a crime in Arnold.

Arnold police officers caught and charged an 18-year-old man who painted graffiti on 10 different locations throughout the city.

In the article's comments section, Ward 2 Councilman Bill Moritz said a proper punishment would require the person who created the graffiti to clean up the mess. "He clearly has a talent for rattle can paint application. I wonder how his brush stroke skills measure up."

The punishment would likely save the property owner the cost and effort of removing the paint.
