Is Shame an Effective Punishment?

Arnold police officers caught and charged an 18-year-old man who painted graffiti on 10 different locations throughout the city.

"It is costly to the property owners, degrades the area and is destruction of private property and should be prosecuted to the full extent of the law," she added.

In the article's comments section, Ward 2 Councilman Bill Moritz said a proper punishment would require the person who created the graffiti to clean up the mess. "He clearly has a talent for rattle can paint application. I wonder how his brush stroke skills measure up."

The punishment would likely save the property owner the cost and effort of removing the paint.

But would it prevent the prepretrator, if convicted, from repeating the action?  And would the person's shame prevent others from committing the crime?
