Liability Coverage Cut for Arnold Councilman, Former Councilwoman

Arnold city officials have been told that the city’s insurance carrier will no longer provide liability coverage for Ward 4 Councilman Ken Moss, or former Ward 1 Councilwoman Doris Borgelt. The reason is a history of complaints and lawsuits, according to a preview on the Arnold-Imperial Leader.

Moss, who represents Ward 4, would not be covered by the Missouri Intergovernmental Risk Management Association for action taken without the rest of the council. This year alone, the association paid a $55,000 settlement to Susie Boone, the parks director, stemming from her work harassment complaint against Moss, according to a St. Louis Post Dispatch Report.

Staff writer Leah Thorsen writes that Matthew Brodersen, executive director of the association, told city council members at a work session last week his board of directors is concerned about the number of complaints and lawsuits stemming from Arnold.

The coverage changes will take effect July 1, according to letters the association sent the city.

Mayor Ron Counts said Thursday he plans to call a special council meeting before July 1 to determine how the city will handle the Missouri Intergovernmental Risk Management Association's decision, according to the Post Dispatch.

The city is searching for a secondary insurance policy to cover what the association is excluding from its policy. It has one bid on the table in which it would have to pay nearly $400,000 before coverage would kick in on claims.
