Ordinances

Bill # 2556 – An Ordinance Amending Section 23-23.3 of the Code of Ordinances Known as “Schedule C of the traffic Code” Relating to Prohibiting Parking at all Times on Certain Streets. Passed.

During the school year, some parents wait in their vehicles for their children to either get on or off the bus. This has become an issue with some streets because of their width. There will now be no parking within 50’ on streets where school buses stop. This “no parking” applies only when school is in session.

Bill #2557 – An Ordinance Approving an Agreement with Anthem Blue Cross/Blue Shield to Provide Employee Health Insurance Services for the 2013-2014 Plan Year. Passed.

Because of rising insurance costs, the city is changing health insurance providers from United Health Care to Anthem. The renewal of United Health Care’s coverage was going up 13.9%, which included higher deductibles and prescription costs. Anthem’s cost is still more than the previous year, but at only a 5.38% rate of increase, also with higher deductibles and prescription costs.

Bill #2558 – An Ordinance Amending Chapter 2 of the Code of Ordinances with the Addition of Article XVI, Establishing a Veterans Commission. Passed.

Resolutions

Resolution #13-34: A Resolution Establishing a Program to Refund Trash Collection Fees to Arnold Residents Living in Mobile Home Parks for Twelve Months Beginning September 1, 2012 and Ending August 31, 2013. Passed.

Trash fees for those living in mobile home parks are collected differently than those of single family residences. This gives those folks, who live in mobile homes the opportunity to get a refund of the fees they paid during the previous year.

Resolution #13-35: A Resolution Authorizing the Mayor to Enter into a Change Order with N. B. West Contracting, Inc. to Provide Additional Asphalt Paving Areas for the Ultra-Thin Asphalt Paving Project for the City of Arnold. Passed.

There was a mistake in measuring the streets to be paved and this change order will cover the additional costs of $30,302.50.

Resolution #13-36: A Resolution Committing Money from General Fund Unassigned Fund Balance for Intersection Improvements at Jeffco Blvd. and Tenbrook Road. This Resolution Shall be known and Cited as the Councilpersons Freese & Lang School Board Partnership for a Safer Campus. Passed.

This is a joint effort with the Fox C-6 School District whereas each entity is contributing $40,000 to improve the intersection of Jeffco and Tenbrook for safer traffic flow.

Resolution #13-37: A Resolution Appointing Michael Evans to the Veterans Commission for a Three-Year Term. Passed.

Resolution #13-38: A Resolution Appointing Randy Hoselton to the Veterans Commission for a Three-Year Term. Passed.

Resolution #13-40: A Resolution Appointing David West to the Veterans Commission for a Three-Year Term. Passed.

Resolution #13-41: A Resolution Appointing Diane West to the Veterans Commission for a Three-Year Term. Passed.

Motions

A Motion to Hold a Closed Session Immediately Following the City Council Meeting for the Purpose of Discussing Real Estate and Personnel Pursuant to RSMo Section 610.021 (2) (3). Passed.

Just an FYI, Chief Shockey indicated he accidently included real estate in the motion.
