Arnold Police Chief Files Harassment Claim With State

Chief Robert Shockey, who is also serving as acting city administrator, filed the complaint for alleged retaliation attempts by two city councilmembers, Arnold's city attorney says.

Arnold Police Chief/Acting City Administrator Robert Shockey has filed a harrasment complaint with the state alleging two city councilmembers have retaliated against him. City Attorney Bob Sweeney said the claim, filed with the Missouri Commission on Human Rights, involves Ward 1 Councilwoman Doris Borgelt and Ward 4 Councilman Ken Moss. Sweeney said he could not comment further because it is a personnel matter. Shockey had no comment on Wednesday. This is the second time in recent months a city employee has filed a complaint with the division. In October, Susie Boone, the city's parks and recreation director, went public alleging Moss had harassed her for more than two years. Shockey became chief of the Arnold Police Department in 2001. …

Moss Says He Was Asked to Resign in September

The Arnold councilman, who's been accused of harassing a city employee, claims the entire situation was politically motivated. Mayor Ron Counts calls Moss' statements "ludicrous."

Arnold Councilman Ken Moss says he was asked to resign from his position in September over allegations that he harassed the city's parks and recreation director. Moss, of Ward 4, told Patch that during the Sept. 20 closed city council session on personnel matters, he was asked to leave the room. He said that 40 minutes later, Mayor Ron Counts, Police Chief/Acting City Administrator Robert Shockey and City Attorney Bob Sweeney took him to a room in the Police Department and asked him to resign. "They told me Ms. Boone had a list of allegations," he said. Arnold Council Votes Down Acceptance of Harassment Investigation

On a 5-to-3 vote, the Arnold City Council decided against entering into public record the independent investigation on the harassment of a city employee by a councilman.

The Arnold City Council has voted against accepting into public record the independent investigation regarding a city employee's complaint about a hostile work environment. Susie Boone, Arnold's parks and recreation director, claims she was harassed for more than two years by Ward 4 City Councilman Ken Moss. Boone says the harassment began after Moss' sister was fired from the Parks Department in 2010. In October, the city hired Protective & Investigative Services to investigate the complaint. Robert Jones there was no actionable harassment or retaliation claim as evidenced by the Missouri Commission on Human Rights saying that only discriminatory acts qualify under the Missouri Human Rights Act. Susie Boone, Arnold parks and recreation director, says she was harrassed for more than two years by Ward 4 City Councilman Ken Moss after his sister was fired from the city's Parks Department.

An independent investigation into a hostile work environment complaint made by Arnold's parks and recreation director has merit, according to a summary of the investigation. Susie Boone claims she was harassed for more than two years by Ward 4 City Councilman Ken Moss.
